Future Forward Ohio encompasses the state’s strategic priorities for using federal funds to help students recover from the impact of the COVID-19 pandemic, with a focus on students who have experienced the most major learning disruptions. It was guided by Ohio House Bill 169, which identified the primary uses of the American Rescue Plan (ARP) and Elementary and Secondary School Emergency Relief (ESSER) federal funds. Future Forward Ohio has three coordinating strategies to facilitate student success:

health, mental health and access to high-speed Internet.

Provide more and more effective learning opportunities through programs such as after-school and summer programs, tutoring, and supporting districts in the use of high-quality educational materials.

Help students rediscover their “why” to learn and move more easily to next steps through professional and academic connections.

Federal COVID-19 Relief Response

The federal government has sent funds to Ohio to support students through a variety of funding sources, each with its own timeline, as shown in the dashboard on this page. While the state is using federal COVID-19 relief funds to support Future Forward Ohio initiatives, most funds have gone directly to districts. The dashboard below shows how the funds have been distributed and how they have been spent to date.

Organizations may be granted a deferral period for each of the ESSER grants. Carry-over is the process by which uncommitted funds remaining at the end of an award period are carried forward to the next budget period to cover eligible costs.
